The gun laws of India are laid out in the Arms Rules, 1962 . You can apply to a panel with wide arbitrary powers to obtain a gun license to protect crops and cattle, or to obtain a gun license for target practice. Per the link, here are the requirements for a target practice license:"Where a license in Form VI has been granted in the name of any military mess, club or association, it shall be lawful for any member of such mess, club of association to use the fire-arms or ammunition covered by such license for the purpose of the mess, club or association in accordance with the conditions of the license."
